How much should I tip?

That depends entirely on where you are — 15–20% in the USA, round-up-or-nothing in much of Europe, and potentially rude in Japan. This page does the arithmetic; the etiquette is yours.

Tip on the pre-tax amount?

In places where that’s the custom, type the pre-tax subtotal as the bill.

Can I type European decimals?

Yes — 12,5 and 12.5 both work, and thousands separators are fine (1,234.56 or 1.234,56). A lone comma followed by exactly three digits, like 1,234, is read as one thousand two hundred thirty-four.
